("Tezly", "we", "us", "our")
Tezly operates a platform that connects people who want to send an item ("Senders") with travellers who are already making a journey and are willing to carry it ("Carriers").
Tezly is a platform only. Tezly is not a carrier, courier, freight forwarder, customs broker, insurer or escrow agent. Tezly does not transport, handle, inspect, store or take possession of any item, and is not a party to any agreement made between a Sender and a Carrier.
By creating an account you agree to these Terms, to our Privacy Policy and to our Prohibited Items policy.
These Terms, together with our Privacy Policy and our Prohibited Items policy, form the entire agreement between you and Tezly. If any other document made available on the platform or in the app conflicts with these Terms, these Terms prevail.
1. Eligibility
You must be at least 18 years old to use Tezly.
Before you can send or carry an item, you must complete identity verification. Verification is carried out by our verification provider. You must provide accurate information and a valid government-issued identity document.
Completing verification means that a verification check was performed. It does not mean that Tezly endorses, recommends or vouches for that user, and it is not a guarantee of their honesty, reliability or conduct.
You may not use Tezly if you have previously been removed from the platform, or if you are subject to sanctions or other legal restrictions that would make your use unlawful.
2. Your account
You are responsible for your account, for keeping your login details secure, and for everything that happens under your account.
You must give accurate information when you register and keep it up to date. You may hold only one account.
If you believe someone else has used your account, tell us at [email protected] as soon as possible.
3. What Tezly does and does not do
Tezly provides the technology that lets Senders and Carriers find each other, communicate and agree terms between themselves.
Everything that follows a match — the price, the handover, the transport, the delivery and the payment for the delivery — is arranged directly between the Sender and the Carrier. That arrangement is a contract between them, not with Tezly.
Tezly does not:
- transport, handle or take possession of any item;
- inspect or verify the contents of any package;
- guarantee that a Carrier will collect or deliver an item;
- guarantee the accuracy of anything a user says about themselves or an item;
- insure any item, or compensate for loss, theft, damage or delay;
- give customs, tax, legal or insurance advice.
Which agreement is with whom. When you use Tezly there are three separate relationships:

4. Credits
What Credits are. Some actions on Tezly require Credits. Starting a conversation costs 10 Credits. Sending an offer costs 20 Credits, and accepting an offer costs 20 Credits. The user who takes the action pays. Current prices are shown in the app.
Credits pay for platform access only. Credits are not a delivery fee and are not a commission. Tezly takes no percentage of what you agree to pay a Carrier.
The delivery fee is separate and is not handled by Tezly. The Sender and the Carrier agree the delivery fee between themselves and settle it directly — in cash, by bank transfer, or by any other method they choose. Tezly does not collect, hold, transfer or refund that money, and has no involvement in it.
Credits on registration. When you create an account we add 300 Credits to it free of charge. These Credits follow the same rules as purchased Credits, except that they are never refundable. Opening additional accounts to obtain this benefit again is a breach of these Terms.
Free Credits at launch. For the first two months after launch, Credits are provided free of charge. This period begins and ends on the same dates for all users. You cannot obtain the benefit again by opening an additional account. This applies to Credits only. You still agree and pay a delivery fee directly to your Carrier as described above.
Credits are not money. Credits are a limited, revocable licence to use features within the app. They have no cash value, cannot be exchanged for money, and cannot be transferred between accounts.
How Credits are bought. Credits are sold only through Apple's In-App Purchase and Google Play Billing. Your purchase is also governed by Apple's or Google's own terms. Tezly does not receive or store your payment card details.
Refunds. Credit purchases are final, except where a refund is required by law. If you are a consumer in the European Union you have a statutory right of withdrawal for digital content; by choosing to use your Credits immediately you agree to the supply beginning at once and acknowledge that you lose that right. Any refund request for a purchase made through Apple or Google must be made to Apple or Google.
Price changes. We may change Credit prices or the number of Credits an action costs. Changes apply only to future purchases and actions, and never to Credits you already hold. If you do not accept such a change, you may terminate this agreement and close your account.
Credits do not expire. Credits you have purchased do not expire.
Chargebacks. If a payment is reversed or charged back, we may remove the corresponding Credits and suspend or terminate your account.
5. Sender obligations
As a Sender you must:
- describe the item accurately and completely, including its nature, value and quantity;
- never misdescribe, undervalue or conceal what an item is;
- make sure the item is lawful in the country of departure, in every country of transit and in the country of destination;
- package the item properly for travel;
- hand the item over unsealed, or in a way that allows the Carrier to see and verify the contents;
- tell the Carrier anything they need in order to make a truthful customs declaration;
- be present, or arrange for someone to be present, at the agreed handover.
6. Carrier obligations
As a Carrier you must:
- inspect the package before you accept it, and satisfy yourself about what is inside;
- refuse any package that appears damaged, sealed, suspicious, or whose contents you have not been able to verify;
- take the required pickup photo at handover;
- comply with the customs, import, export and aviation rules that apply to your route;
- inform the Sender, before the offer is accepted, of any duties or charges you expect to incur;
- deliver the item to the agreed person at the agreed place, and record the delivery as the app requires;
- keep the item safe while it is in your possession.
You may refuse any package, at any time before you accept it, for any reason.
When you must not act as a Carrier. You must not act as a Carrier if:
- the rules of your airline, or of any country on your route, prohibit you from carrying an item on behalf of a person you do not know;
- you do not have sole control of your baggage;
- you have not seen or been able to verify the contents of the item;
- you are subject to any legal restriction on entering or leaving a country on your route.
Airline rules. Most airlines, and airport security rules in most countries, prohibit carrying an item on behalf of a person you do not know. You will be asked about this at check-in. It is your responsibility to answer truthfully and to comply with the rules of the airline you are travelling with.
Meeting safely. We recommend that handovers and deliveries take place in a public place such as a cafe, a hotel lobby or a transport hub.
7. Prohibited items and conduct
You must not send, request or carry any item on our Prohibited Items list, or any item that is prohibited or restricted by the laws of the country of departure, any country of transit or the country of destination.
The full list is published at tezly.app/prohibited-items and forms part of these Terms. It is not exhaustive. If you are unsure whether an item is allowed, do not send it.
You must also not:
- harass, threaten, deceive or abuse another user;
- impersonate anyone, or use another person's identity documents;
- post false, misleading or fraudulent listings;
- arrange a delivery outside the platform in order to avoid Credit charges;
- attempt to obtain another user's personal information for any purpose other than completing an agreed delivery;
- use Tezly for any unlawful purpose;
- interfere with, scrape, reverse-engineer or attempt to gain unauthorised access to the platform.
8. Reporting illegal content and content moderation
How to report. Any user, or any other person, may report a listing, message, profile or other content on Tezly that they believe to be illegal or in breach of these Terms. Reports can be made using the Report function in the app, or by writing to [email protected].
What to include. Please explain why you believe the content is illegal or in breach, tell us where it is, and give your name and email address so that we can respond.
What we do. We review every report. Where content is illegal or breaches these Terms, we remove or disable access to it and, where appropriate, suspend or terminate the account concerned. We act on reports of objectionable content within 24 hours.
About content moderation. Tezly does not generally monitor user communications and is under no obligation to do so. We may use automated tools, and may review reported content, for safety, fraud prevention, legal compliance and enforcement of these Terms. Carrying out such voluntary review does not affect our position as an intermediary service provider.
Statement of reasons. If we remove content, restrict its visibility, or suspend or terminate an account, we will tell the affected user what we have done and why, and how they can contest it, unless we are legally prevented from doing so.
Contesting a decision. If you disagree with a decision, write to [email protected]. We will review it and respond.
Reporting to authorities. Where we become aware of information suggesting that a criminal offence involving a threat to the life or safety of a person has taken place, is taking place or is likely to take place, we will inform the competent authorities.
Zero tolerance. We have zero tolerance for objectionable content and for abusive users.
Point of contact. Our point of contact for users, and for the authorities of EU Member States, the European Commission and the European Board for Digital Services, is [email protected]. Communications may be in English or Estonian.
Digital Services Coordinator. The competent Digital Services Coordinator in Estonia is the Consumer Protection and Technical Regulatory Authority (Tarbijakaitse ja Tehnilise Järelevalve Amet), Endla 10a, 10122 Tallinn, [email protected].
9. Customs, duties and taxes
Cross-border deliveries. Many deliveries arranged through Tezly cross international borders and are subject to the customs, import, export and tax laws of the country of departure, every country of transit and the country of destination.
Tezly is not a customs broker, importer or declarant, and does not give customs or tax advice.
About travellers' allowances. Duty-free allowances for travellers apply only to goods that are for the traveller's own personal use, for their family's use, or that the traveller is giving as a gift. Goods carried on behalf of another person generally fall outside these allowances, whether or not the Carrier receives payment. Where an allowance does not apply, customs duty and import taxes may be payable from the first unit of value, and no low-value threshold applies to goods carried in personal luggage.
Who declares. The Carrier physically carries the item across the border and is responsible for making any declaration required by the authorities, and for paying any duty, tariff, tax or charge that becomes due. The Carrier must tell the Sender, before the offer is accepted, of any charges they expect, so that these can be taken into account in the agreed fee.
The Sender's part. The Sender must give the Carrier accurate and complete information about the item, so that the Carrier can make a truthful declaration. A Sender who misdescribes an item is responsible for the consequences.
Declaration obligations. Failure to make a complete and accurate declaration may give rise to a customs debt and to further penalties under the law of the Member State or country concerned.
Seizure. If an item is seized, detained, taxed or destroyed by customs or any other authority, Tezly bears no responsibility and offers no compensation. Any claim is a matter between the Sender and the Carrier and with the authority concerned. Credits spent on the listing are not refunded in these circumstances.
Routes within the European Union. Where both the departure and the destination are within the European Union customs territory, no customs declaration is normally required. Other rules, including tax rules, may still apply. The allowance notice above applies only to goods entering from outside the European Union.
Income tax. A Carrier who earns money through Tezly is solely responsible for declaring and paying any tax due on that income. Tezly does not withhold tax and does not give tax advice.
Official sources. Please check the customs authority of each country on your route before you send or accept a shipment:

10. Offers, matching and cancellation
A Carrier makes an offer; a Sender accepts it. Acceptance creates an agreement between the Sender and the Carrier, on the terms they have agreed. Tezly is not a party to that agreement.
Either party may cancel before handover. Repeated cancellation without good reason may lead to restrictions on your account.
Credits spent on starting a conversation or confirming a match are not refunded if a delivery is later cancelled, except where a refund is required by law.
Disputes about a delivery are between the Sender and the Carrier. Tezly can make available the pickup photo, the delivery record and the in-app messages relating to that delivery. That is the extent of our involvement.
11. Packaging, inspection and risk of loss
Before handover. The Sender is responsible for packaging the item appropriately. The Carrier is responsible for inspecting it and deciding whether to accept it.
After handover. Once a Carrier has accepted a package and the pickup photo has been taken, responsibility for the safekeeping and condition of the item during transit lies with the Carrier, until delivery is confirmed.
No insurance. Tezly does not insure any item and offers no guarantee, compensation, refund or money-back scheme for loss, theft, damage, delay or non-delivery. Senders and Carriers who want cover should arrange their own insurance.
Evidence. Tezly retains the pickup photo, the delivery record and the in-app messages for a delivery, and can make them available to both parties in a dispute.
12. User content
You keep ownership of the photos, videos, messages, listings and reviews you upload.
You grant Tezly a non-exclusive, royalty-free licence to store, display and process that content for the purpose of operating the platform, matching users, and resolving disputes. This licence ends when you delete the content or your account, except where we are required to keep it under our Privacy Policy or by law.
You confirm that you have the right to upload what you upload, and that it does not infringe anyone else's rights.
We may remove content that breaches these Terms.
13. Our intellectual property
The Tezly name, logo, app, website and all software, text, graphics and design in them belong to Tezly OÜ or are licensed to us.
We grant you a limited, non-exclusive, non-transferable, revocable licence to use the app and website for their intended purpose. No other rights are granted.
14. Suspension and termination
By you. You may close your account at any time from within the app. See our Account Deletion page for what happens to your data.
By us. We may suspend or terminate your account, or restrict your access to any feature, where:
- you breach these Terms or our Prohibited Items policy;
- you gave false information at registration or during identity verification;
- we have reasonable grounds to suspect fraud, money laundering or other illegal activity;
- you repeatedly cancel agreed deliveries, or arrange deliveries outside the platform to avoid Credit charges;
- you harass, threaten or abuse another user;
- we are required to do so by law or by a competent authority.
Notice. Except where immediate action is necessary, or where the law prevents us, we will tell you before we act and give our reasons.
Effect. Your access ends and pending deliveries are cancelled. Ratings and reviews you gave to other users may remain visible but will be anonymised.
15. Liability
Tezly provides the platform as it is. We do not guarantee that it will always be available, uninterrupted or free of errors.
Tezly is not liable for:
- the acts or omissions of any Sender or Carrier;
- loss, theft, damage, delay or non-delivery of any item;
- the accuracy of anything a user says about themselves or an item;
- any duty, tax, fine, seizure or legal consequence arising from a delivery;
- any agreement made between a Sender and a Carrier.
Where we are liable, our total liability to you for all claims arising in any twelve-month period is limited to the greater of the amount you paid us for Credits in that period, or EUR 100.
Nothing in these Terms limits our liability for intent or gross negligence, for death or personal injury caused by our negligence, for fraud, or for anything else that cannot be limited under Estonian or European Union law. If you are a consumer, your statutory rights are not affected.
16. Changes to these Terms
We may update these Terms. If a change is material, we will tell you in the app or by email before it takes effect, and give you a reasonable period to review it. If you continue to use Tezly after that, you accept the updated Terms.
The date at the top of this page shows when it was last updated.
17. Complaints and dispute resolution
Write to us first. If you have a complaint about Tezly, write to [email protected]. We will respond to your complaint within 15 days.
What to include. Tell us what your complaint is about, when it happened, and what solution you are looking for. Writing from the email address linked to your account will speed things up.
If we cannot agree. If you are not satisfied with our response, or you receive no response, you may refer the dispute to an independent body:

Proceedings before the Committee are free of charge and a decision is usually reached within 90 days. You must have contacted us in writing before applying to the Committee.
Consumers in the European Union. You may also use the European Commission's Online Dispute Resolution platform.
Users who are not consumers. If you use Tezly for trade, business or professional purposes, this clause does not apply to you and clause 19 applies.
18. Language
These Terms are published in English. Any translation is provided for convenience only. If there is a difference in meaning, the English version applies, except where the law of your country of residence requires otherwise.
19. Governing law and jurisdiction
These Terms are governed by the laws of the Republic of Estonia.
Any dispute arising out of or in connection with these Terms is subject to the non-exclusive jurisdiction of the courts of Estonia, with Harju County Court as the court of first instance.
Nothing in this clause deprives a consumer of the protection given by the mandatory law of the country where they normally live, or of the right to bring proceedings before the courts of that country.
